Lincoln Homes is the oldest public low-rent housing project in Clarksville, Tennessee. The development was constructed in 1941 and is beyond the end of its useful life. Each apartment was built with front and rear entrances, a modern kitchen and bathrooms for the time, electric lights, stoves, refrigerators, and heaters. The property is on 32 acres with a playground and a maintenance building. Lincoln Homes, which is located across the street from Austin Peay State University, is in census tract 1008.00 which has been designated as a low-moderate income tract.
400 Units (contingent on financing sources)
The new Lincoln Homes will contain up to 400 units contingent on financing sources and will foster a sense of community by providing green space with a community walking path, playground, and picnic areas. The residential housing will be comprised of stacked flats, duplexes, and townhouses. The development will also include surface parking ample enough to provide parking spaces as required by the local code. The unit interior design components will include an Energy Star appliance package, dishwashers, range ovens with hoods, refrigerators, and pre-wiring for high-speed internet connections.
Replacing 92 Units
The proposed Phase I of this development will be on 13 acres with up to 113 units, subject to available financing, in a mixture of building designs including stacked flats, duplexes, and townhomes. This phase of the project will host a new state-of-the-art community center. All common amenity areas will be fully accessible by all residents and interaction between the residents will be encouraged to create a sense of pride within the neighborhood.
The Clarksville Housing Authority applied to participate in HUD's voluntary Rental Assistance Demonstration which gives necessary flexibilities on rules related to public housing redevelopment. With RAD, all current Lincoln Homes residents have an absolute right to return to the new community, a right to no rescreening at move back, a right to organize, and a right to grievance and termination policies that protect the right to continued housing. The Lincoln Homes residents will participate in the design of the new community, and they will be invited to be active in the redevelopment process.
The new Lincoln Homes will foster a sense of community by providing green space with a community walking path, playground, and picnic areas.
The development budget for Lincoln Homes Phase I is estimated to be $34 million. The Housing Authority, with its partners, has already applied to the Tennessee Housing Development Agency for competitive 9% Low-Income Housing Tax Credits which will generate equity financing to be used to fund the development budget along with debt financing, HOME loans, Federal Housing Trust Fund grants, Tennessee Housing Trust Fund, and HOME ARP grants. The Housing Authority and its partners will also look to engage private and public partnerships to contribute to the funding and program services for the community.
Developer: Gorman & Company has a demonstrated history of successfully developing low-income, affordable, and public housing using layered and creative financing sources.
Master Planning Firm: Gensler has successfully reimagined and designed public housing sites into wonderful mixed-income communities. The firm will leverage its regional and local expertise to make sure the project will conform to Tennessee standards.
Housing Authority Executive Leadership: VSG Consulting Group, LLC, is a consulting firm that brings diversified experience in community planning and development, executive leadership, building public-private partnerships, and in leading housing authority development entities.
Development Consultant: Selenium Consulting Partners, Development Consultant for the Clarksville Housing Authority, represents housing authorities to advocate for the best interest of housing authorities in real estate transactions.
